    "An Act bearing the short title of the 'Fair Oil Share and Heavy                                                            
    Oil Production Incentive Act'; relating to the oil and gas                                                                  
    production tax; relating to an adjustment to the calculation of the                                                         
    gross value at the point of production; relating to minimum                                                                 
    production taxes for oil and gas; relating to a limitation on the use                                                       
    of certain tax credits; relating to the calculation of installment                                                          
    payments of the oil and gas production tax; creating a heavy oil                                                            
    production enhancement credit; and providing for an effective
